Any person, firm or corporation who violates, disobeys, omits, neglects, or who resists enforcement of any of the provisions of this chapter, including provisions adopted by reference, or who refuses to remedy a violation of any such provision or to remedy violations of this chapter shall be as provided in the general penalty in section 1-4-1 of this code for each offense, and each day upon which such a violation continues shall constitute a separate offense.
