4-2-3: COLLECTION PROVISIONS:
   A.   General Restrictions:
      1.   All garbage shall be collected by the garbage collector from all buildings or premises as hereinafter defined, at least once each week throughout the year on the same day of each successive week. (Ord. 89-04, 4-3-1989)
      2.   No collection of garbage shall be made at or from any commercially zoned property nor any residential or multi-family property greater than three (3) units, nor any property zoned residential-business (R-B). (Ord. 89-04, 4-3-1989; amd. 2004 Code)
      3.   Garbage in class A must be stored in a clean, leakproof, nonabsorbent container covered with a tightfitting lid and maintained in good repair, and all wet materials so stored must be drained and wrapped in such a manner that moisture cannot spill when the material is removed. It shall be unlawful for any other person, firm, or corporation to collect, obtain, possess or pick up any recyclable items placed for collection in front of a residence as part of any formal recycling program adopted by the village of West Dundee, unless said person is licensed as the collector under the provisions of subsection 4-2-2A of this chapter. Any and each such collection and violation hereof from one or more locations shall constitute a separate and distinct offense.
      4.   All garbage in classes B and C shall be stored in a suitable container or wrapped, tied or bundled in such a manner that it will not be blown or scattered during the storage period.
      5.   Waste materials need not be separated by reason of their nature, i.e., combustible, noncombustible, rubbish, putrescible, etc.; provided however, that when any garbage of class A is combined with any other waste, then the provisions for class A garbage shall apply.
   B.   Three Or Less Dwelling Units: The following provisions relate to occupied buildings containing three (3) or less dwelling units only: (Ord. 89-04, 4-3-1989)
      1.   All waste materials, except building materials, will be collected by the garbage collector; provided however, that no such collection shall be made unless all of the provisions of this chapter are fully complied with.
      2.   All waste materials must be placed on the tree bank in front of the owner's premises, and must be easily accessible to the collector on the day of collection. On all days excepting the day of collection, containers must be stored on the owner's premises on the side of a structure or out of site. (Ord. 89-04, 4-3-1989; amd. 2004 Code)
   C.   Other Buildings On Premises: The following regulations pertain to all buildings and premises other than occupied residential buildings containing three (3) or less dwelling units:
      1.   All such buildings and premises shall be served by licensed private scavengers as often as may be required to prevent a nuisance or a threat to public health, welfare and safety, but in no event shall such service be less than twice a week. (Ord. 89-04, 4-3-1989)
      2.   The standards for collection shall meet all requirements of health, sanitation and safety set by the village board. (Ord. 89-04, 4-3-1989; amd. 2004 Code)
