(a) Amending Ordinances. Council may, from time to time, amend, supplement or change the regulations and districts fixed by this Zoning Ordinance.
(b) Petitions for Change of Ordinance. Petitions, duly signed, may be presented to Council requesting an amendment, supplement or change of the regulations of this Zoning Ordinance by:
(1) The Planning Commission.
(2) By the owners of fifty percent (50%) or more of the area involved in the petition.
(c) Amendment Considered Change to Comprehensive Plan. Amendments, supplements or changes of the regulations of the Zoning Ordinance shall be considered as amendments to the Comprehensive Plan. Any proposed ordinance for the amendment, supplement, change or repeal of this Ordinance not originating from petitions of the Planning Commission shall be referred to the Planning Commission for consideration and report before any final action is taken by Council.
Prior to the submission to Council of a Planning Commission petition or a report on a proposed ordinance referred to it for an amendment, supplement, change or repeal of the Ordinance, the Planning Commission shall give notice and hold a public hearing in the manner prescribed for adoption of a comprehensive plan as specified by the laws of the State.
