The City Manager shall appoint a Zoning Officer to assist in the administration and enforcement of this Zoning Ordinance. Prior to becoming effective, such appointment shall be confirmed by no less than a majority vote of the City Council at any regular or special meeting called for such purposes. The Zoning Officer shall perform the following duties in accordance with any applicable rules and procedures established pursuant to the Zoning Ordinance.
(a) Receive Applications. He shall receive and examine all applications for permits, certificates and variances and other applications required under the terms of the Zoning Ordinance. He shall collect and account to the City Collector and Treasurer for all fees for building permits as required by the Zoning Ordinance.
(b) Prescribe Form of Applications, Permits and Certificates. He shall prescribe the form of all applications, permits and certificates required under the terms of the Zoning Ordinance, and may combine such applications, permits and certificates required by any other Code. In any case, information required for applications, permits and certificates under the terms of the Zoning Ordinance shall be included upon the forms prescribed by the Zoning Officer.
(c) Issue Permits. He shall issue permits for the construction, alteration and occupancy of all uses which are in accord with the requirements of the Zoning Ordinance within thirty days of the receipt of the application for such permit.
(d) Refuse Permits. He shall refuse applications for permits or certificates which are not in accord with the requirements of the Zoning Ordinance within thirty days of the receipt of such application. Such refusal shall be in writing and shall state the reasons for such action.
(e) Issue Notice of Violation. He shall make a written notice of violation and shall issue the same on the person, firm or corporation violating any provision of the Zoning Ordinance. Such written notice shall set forth the action on the part of such persons or corporation that he deems to be in violation. Duplicate copies of the notice are to be referred to the Board and to Council.
(f) Keep Records. He shall keep records of applications, of permits or certificates issued, of variances granted, of inspections made, of reports rendered and of notices or orders issued.
(g) Other Powers and Duties. He shall perform all other duties as may be provided or made necessary by the terms of the Zoning Ordinance.
