No person shall use, rent, lease or otherwise let for hire, any property in the City to any person for the purpose and use as a junkyard or place for loading and unloading junk on property that adjoins or that is near enough to any dwelling or home in the City that will harm, annoy, disturb or cause confusion among the persons residing nearby, without first having paid a twenty-five dollar ($25.00) fee and obtained a license so to do from Council.
