363.19  SPECIAL PARKING OFFICER.
   (a)   As authorized by West Virginia Code 8-14-5a, the City hereby provides for the appointment by motion of Council of a special parking lot police officer, to be known as the Special Parking Officer.
   (b)   The sole duties of the Special Parking Officer shall be to patrol, and to enforce City ordinances pertaining to the parking of vehicles upon or within, designated parking lots and parking buildings either owned by, or leased to, or under the control of, and operated by, the City.
   (c)   "Designated parking lots", shall be construed to include, in addition to those off-street parking lots the City may presently or hereafter make available, each and every parking meter space within those parking meter zones designated pursuant to Section 363.04.  All of the aforementioned parking facilities and spaces are hereby designated as the areas within which the Special Parking Officer may exercise jurisdiction.
   (d)   The Special Parking Officer shall patrol in uniform, shall display a badge or other sign of authority, and shall serve at the will and pleasure of Council.  The Special Parking Officer shall not come within the Civil Service provisions of West Virginia Code, Article 8-14, nor the policemen's pension and relief fund provisions of Article 8-22.
   (e)   Council may require the Special Parking Officer to give bond, payable to the City with such sureties and such penalty as Council may see fit, conditioned for the faithful performance of his or her duties.
