In the event any expense or cost is incurred pursuant to Section 1719.13, then any such expense or cost over and above the proceeds of sale or salvage of all or any part of the building, shall be assessed against the real estate. Such assessment shall bear interest at six percent (6%) per annum and shall be immediately due and payable. If such assessment is not paid within thirty days after the same is made, the City Collector and Treasurer may certify the amount of any such assessment with a description of the property chargeable therewith, and the name of the owner thereof, to the Clerk of the County Court to be recorded in the Trust Deed Books of such Clerk's Office; and such assessment shall be and constitute a lien against such property.
