6.05 Charter Review Commission
   (A)    Beginning with the general election in November, 2015, and at the general elections occurring each five (5) years thereafter, a Charter Review Commission shall be elected. The Charter Review Commission shall consist of eleven electors of the Village, elected to serve for a term of one year, beginning on January 1 of the year following their election ending on December 31, of the same year as the term commences. Notwithstanding any specification or restriction otherwise set forth in this Charter for current elected or appointed officers or employees, a candidate-elector, other than a current member of Council, shall not be disqualified from election to the Charter Review Commission because the candidate-elector is or will be serving as an elected or appointed official or as an employee of this municipality either before or during the term of the Charter Review Commission.
   1.   Members of the Charter Review Commission shall be elected upon a ballot bearing no party designation. The ballot shall have printed or written thereon all electors who have been lawfully nominated and such directions as will aid the elector, as “Vote for not more than eleven” and the like, and certification of the election officers upon the back of the ballot as prescribed by law. The eleven electors receiving the largest number of votes for members of the Commission shall constitute the Charter Review Commission.
   2.   All nominations for members of the Commission shall be made by nomination papers signed by not less than fifteen persons eligible to vote at regular municipal elections, and the nomination papers shall be filed with the Board of Elections of Lorain County at least ninety days before the election.
   3.   The ballots shall be printed so as to give each elector a clear opportunity to designate his choice of candidates. Provisions shall be made on the ballot to allow the voter to write in the name or names of any person or persons not printed on the ballot for whom he desires to vote; provided, however, that any write-in candidate must comply with the requirements of State law pertaining to declaration of candidacy and the time requirements therefor, in order to be eligible for election to the Commission.
   In the event of any vacancy on the Charter Review Commission, the Mayor may appoint a Member to fill the vacancy for the balance of the term of the current Charter Review Commission. (Amended 11-8-16)
   (B)    The Commission shall review the provisions of the Charter and shall make written recommendations, if any, to the Council for revisions to the Charter. The Council shall cause the recommendations to be submitted to a vote of the electors by way of Charter amendment.
   (C)    The Council shall appropriate sufficient funds for the operation and expenses of the Charter Review Commission.
