2.03 Qualifications for Council Members
   (A)   Each member of the Council shall have been for at least one year prior to the member’s election or appointment, and during the member’s term of office shall continue to be, a resident of this Municipality and a qualified elector thereof. A member of Council shall not hold any other elected public office or be employed by or hold any other office in this Municipality, except that a member may serve in any position as an authorized or designated representative of the Council or this Municipality on any board, commission, or other governmental entity, and except that a member is not prevented from serving in the State Militia or Reserve Corps of the United States, or as a Notary Public, or as an official of a political party. A sitting member of Council shall not serve on the Charter Review Commission. No member of Council shall be interested in the profits or emoluments of any contract, job, work or service for which monies of the Municipality are or will be expended. Any member of Council who shall cease to possess any of the qualifications enumerated herein shall forfeit the member’s office; but failure to maintain such qualifications shall not render void or ineffective any action of Council in which such member has participated.
   (B)   The Council shall be the judge of the election and qualification of its members. The Council, by two-thirds vote of all the members elected, may expel any member who ceases to possess any of the qualifications stated in this section or who, without valid excuse, is absent for four successive regular meetings. No such expulsion shall take place until the delinquent member has been notified of the charge against him and has had an opportunity to be heard.
