The Council shall be composed of six members all of whom shall be elected at large. All terms shall be for four (4) years. The salary of any Council member shall not be increased or diminished during the term for which the member was elected or appointed; provided, however, that this does not prohibit the payment of any increased costs of continuing to provide the identical benefits provided to a member at the commencement of the member's term of office.
