If the owner or person in charge of any dwelling or other building is not a resident of the state, or is unknown, the notice required by § 1783.04 shall be published, once a week for three successive weeks, in a local newspaper of general circulation. The service thereof shall be complete upon the third publication. A copy of such notice shall be sent to such owner or other person by registered mail at his last-known address.
