§ 971.06 SCHEDULE OF FEES FOR COLLECTION.
   There is hereby established a schedule of fees, rates and charges for standard types of refuse service as follows:
   (A)   Standard weekly service. The following rates are for prepared residential garbage and are subject to adjustment for abnormal volume for once a week service.

   (E)   Under these schedules the city shall not collect, remove or dispose of the following types of items: sewage, animal excreta, the carcasses of animals, tree trimmings, materials resulting from the demolition, alterations or erecting of buildings/structures, vehicle parts, vehicle tires of ten inch radius and/or tires on the rim, propane tanks, air conditioners, lawnmowers, paint, oil, antifreeze and any other hazardous material.
   (F)   The city shall have the right to deny or charge additional fees for service to any person whose requirements are sufficiently abnormal or different, in the opinion of the Sanitation Superintendent, as to justify special handling in which case a special charge will be made. This shall include those buildings or dwellings not readily accessible to garbage collectors or in cases where materials are not found in standard containers.
   (G)   If the fee, rate or charge for any of the foregoing services shall not be paid within 30 days after the same is due, upon due notice the service shall be discontinued and the punitive measures set forth in § 971.99 shall be invoked. Exception: special pickups shall be paid in advance.
   (H)   The Council shall have the right to revise the foregoing schedule of rates and so adjust them that costs will be distributed as equitably as possible among the residents of the city on the basis of benefits received.
   (I)   Business establishments, churches or other public agencies that have less than one 30-gallon container of garbage per week shall be eligible to pay residential rates and obtain service through the City of Weirton. The determination to grant service shall be by the Director of the Public Works or designated agent.
   (J)   No subscriber to sanitation service provided by the city shall be excused from payment for said service for temporary or seasonal purposes unless water service is also shut off for said temporary or seasonal period. However, any subscriber to sanitation service may make application to the city in writing to be excused from payment for sanitation service for any full calendar month during which time the premises which receive sanitation service are unoccupied and do not receive sanitation service (i.e., if premises are unoccupied from May 1 through June 15, the subscriber could request to be excused from payment for the period May 1 through May 31).
