(A) No person, except the city, shall engage in or conduct the business of collection, removal or disposal of residential garbage and rubbish within the corporate limits of the city.
(B) No person, except the city, shall remove garbage or any other articles placed at curbside for garbage and rubbish or for the "special" pickup by the city.
