For the purpose of this article, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BULK ITEMS. Household items larger than nine cubic feet or weighing more than 50 pounds; including, but not limited to refrigerators, washing machines, clothes dryers, dishwashers, ovens, stoves, microwave ovens, and other appliances; televisions, home computers, air conditioners, bicycles, and furniture.
COUNTY HEALTH OFFICER. The County Health Officer of Hancock County or Brooke County as may be appropriate.
GARBAGE. All sweepings, cleanings, trash, rubbish, litter, garbage, domestic wastes; organic wastes or residue of animals sold as meat; fruit or other vegetable matter from kitchens, dining rooms, fowls, fruits, grain or vegetables; offal, animal excreta, shrub trimmings no bigger than one-half inch in diameter and grass clippings.
GARBAGE AND RUBBISH COLLECTION. The gathering of garbage containers with contents and rubbish from the premises of improved property, loading contents into removal vehicles and returning containers to the place where they were found after the contents have been emptied, for which the charge is made as provided in § 971.06 hereof.
GARBAGE CONTAINERS. Standard containers for the storage of garbage; shall be leak-proof and watertight, shall have a maximum capacity of 30 gallons and shall be equipped with tight-fitting cover.
GARBAGE/RUBBISH DISPOSAL. The disposition of garbage/rubbish in accordance with rules and regulations promulgated by the City Manager with the approval of the Council.
GARBAGE/RUBBISH REMOVAL. The hauling and transportation of garbage/rubbish from the point of collection to the point of disposal.
MULTI-FAMILY DWELLING. Any housing unit that contains two or more dwelling units separated by a common wall, floor or ceiling, including but not limited to apartments, condominiums or townhouses.
PERSON. Any individual, partnership, firm or corporation.
PRIVATE SCAVENGER. One who collects, removes or disposes of refuse for hire.
RUBBISH. All other household materials that are smaller than nine cubic feet with no one dimension larger than three feet and weighing less than 50 pounds.
SANITATION SUPERINTENDENT. The Director of Public Works (or designee) of the city.
