§ 945.01 RATES ESTABLISHED.
   (A)   There is hereby established a schedule of just and equitable rates or charges for the use of and service rendered by the municipal sewage system of the city, which shall be paid by the owner of each and every lot, parcel of real estate or building connected with, served by, to be served by or at present using such sewage system.
   (B)   The rates and charges shall be based, insofar as possible, upon the quantity of water supplied to the respective premises as the same is measured by the water meter or meters therein used. There shall be charged quarterly (each three months) to the owners of each lot, parcel of real estate or building for the services of such sewage system, whether presently served or to be served upon completion, the following rates based upon water meter reading:

   The minimum quarterly charge shall be $7.50.
