The owner of any property abutting on a public street, before laying any sidewalk pavement intended to be used for sidewalk purposes, shall first apply to the Building Inspector for a permit therefor, and the sidewalk shall be required to be constructed according to the specifications, plans and grades submitted by the Building Inspector, and the laying shall be supervised as to compliance by the Building Inspector. The Building Inspector, upon the granting of the permit, shall have established a grade of the proposed sidewalk and the grade shall be so designated to the owner requesting the permit.
