§ 541.15 LEAVING REFUSE, DEBRIS EXPOSED.
   No person shall cast or leave exposed in any lot or parcel of land, either public or private, or on any street, highway or roadway within the corporate limits of the city, any refuse. REFUSE means all sweepings, cleanings, trash, rubbish, litter, garbage, industrial or domestic wastes; organic wastes or residue of animals sold as meat; fruit or other vegetable matter from kitchens, dining rooms, markets or places dealing in or handling meats, fowl, fruits, grain or vegetables; offal, animal excreta, the carcasses of animals; tree or shrub trimmings, grass clippings, dirt, wood, stone, brick, plaster or materials resulting from the demolition, alteration or construction of buildings or structures.
