§ 541.09 LITTERING STREAM OR WATERCOURSE.
   No person, firm or corporation shall throw, cause to be thrown, discharge or dump any material substance of liquid or organic matter into any creek, stream or watercourse within the city or bounding thereon, or upon the surface of any land abutting and adjacent to such stream, creek or watercourse, within such a location or in such proximity as to cause undue interruption and interference with the free flow of water or which may cause an obstruction or deflection that will in high water or in normal drainage cause such material to be washed, drained or cast into the creek, stream or watercourse, tending to narrow the channel of the existing creek, stream or watercourse or which may cause injury to the banks below the deflection or obstruction.
