(A) No owner or tenant of any property abutting on any street, roadway or alleyway within the city shall direct, pipe or otherwise discharge any storm water onto said street, roadway or alleyway in a manner that causes a hazard. Specifically, sump pumps, pipes, swales or any other method utilized to direct storm water, spring water or any other water source to a street, roadway or alleyway that causes a hazard in sub-freezing temperatures shall be prohibited.
(B) Existing sump pumps, pipes, swales or other methods directing storm water, spring water or other water source causing a hazard to any city street, roadway or alleyway shall be removed from said street, roadway or alleyway within 90 days of receipt of notice to remove by the city. Existing hazardous conditions shall be determined and notified by the Public Works Director or designee.
