The following chart is hereby adopted as the standard for the number of chains required to secure truck or trailer loads carried on our city streets, and it is further ordained that trucks or trailers with loads secured by fewer chains than provided on this chart are not securely fastened for the purposes of determining whether a violation of W. V. Code § 17C-17-6 has occurred.
