An application for the renewal of the license required by this chapter shall be made at least thirty days prior to the expiration of any existing license, shall be accompanied by a fee as set forth in Chapter 210 of the Administration Code and shall require a report only from the Chief of Police to Council, unless changes have been made in the physical characteristics of the licensed premises. No renewal shall be granted to any prior licensee who has been convicted of any violation of this chapter or whose license hereunder has been revoked for a period of five license years from such conviction or revocation. Failure to keep the premises in repair or to maintain order at the licensed location shall be grounds for denial of a renewal license.
