Upon receipt of an application for the license required by this chapter, material in support thereof and the reports provided for in Section 844.06, Council shall meet and determine whether to approve or disapprove such application. If such reports set forth that the location and its structures comply with the ordinances of the City and the applicant is of good moral character, Council shall approve such application.
