Upon receipt of an application for the license required by this chapter and accompanying documents, the City Clerk shall refer the same to the Chief of Police and the Building Official who shall make the appropriate investigations of the applicant and the premises proposed to be licensed. Such officials shall file their reports with the City Clerk who shall thereupon refer such application to Council for its action.
