A license issued under this chapter shall be for a period expiring at 12:00 midnight on June 30 of each year, regardless of the date of issuance. Such licenses shall be conspicuously displayed on the licensed premises, shall cover only one location and shall not be transferable to any person or location other than that to whom and for which they are issued. However, in the event of a change of ownership of the licensed premises and/or the licensed business, Council may permit the transfer of the license pursuant to Section 832.03, 832.04, 832.06(b) and (c) and 832.09.
