282.01 ESTABLISHMENT; MEMBERSHIP; COMPENSATION.
   (a)   There is hereby established in and for the City a Commission on Aging whose purpose shall be to promote the enrichment of the lives of the aging who reside in the City.
   (b)   The Commission shall consist of nine members appointed by Council. Each such member shall be appointed for a term of three years, except that in the original instance, three of the members shall be appointed for terms expiring the first Tuesday in July, 1980, three of the members shall be appointed for terms expiring the first Tuesday in July, 1981, and three of the members shall be appointed for terms expiring the first Tuesday in July, 1982. At least five members shall have attained the age of sixty years.
   (c)   The members of the Commission shall serve without compensation.
