Where it can be demonstrated that a substantial volume of water used is not discharged either directly or indirectly into the sewage system, the Finance Director may determine a more appropriate charge for the user, owner or other interested party. Further, said party may install or may have installed and maintained at his expense a meter or meters acceptable to the Department of Public Service for the purpose of determining the appropriate sewage charges. In no event shall the sewer charge be less than the minimum charge applicable pursuant to Section 929.02.
