For any user served either directly or indirectly by the sewerage system which is not a user of water supplied by the Municipality, or is only a partial user thereof, Council shall determine the sewer charges therefor; or the owner or other interested party, at his expense, may install and maintain a meter acceptable to the Department of Public Service for the purpose of determining such sewer charges. In any event, the sewer charge shall be at least equal to the minimum charge applicable from Section 929.02.
