921.03 CASH-TO-TAP POLICY.
   (a)   The City of Wauseon hereby adopts a cash-to-tap policy.
 
   (b)   Costs as used herein shall include labor, materials and engineering fees.
 
   (c)   If an individual extends City water, sanitary sewer or storm sewer lines to a property at his own expense which lines abut property not owned by or under the control of that individual, the City shall collect and return to such individual a prorated share of the costs of such improvement in any instance in which such improvement is tapped into by a nonparticipant in the original cost. The prorated share shall be based on the front footage of improvement to the nonparticipant and shall not be in excess of the amount chargeable to such nonparticipant if such nonparticipant had participated before said improvements.
 
   (d)   The charges to the nonparticipant shall be in lieu of the front footage charge required under Sections 925.04 and 933.01.
 
   (e)   The Mayor is hereby authorized to enter into an agreement with any individual who has extended City services as set forth herein, provided the actual cost does not exceed the charges which would have reasonably been assessed by the City had it performed the services and further provided the individual extending the services provides satisfactory cost documentation regarding the extension.
