9-1-1: DEPARTMENT AND SUPERINTENDENT OF PUBLIC WORKS:
There shall be a Department of Public Works, the head of which is the Superintendent of Public Works, who shall be appointed by the City Manager, and removable by the Manager; provided, that during the absence, disability, or suspension of the Superintendent of Public Works, the City Manager shall act as such or appoint an acting Director; and provided, that during a vacancy in the Office of Superintendent, the City Manager shall be Director of Public Works until and unless he appoints a Director. The Public Works Superintendent is an officer of the City, and has supervision and control of the Department of Public Works. (2007 Code § 1-46)
9-1-2: DUTIES OF DEPARTMENT:
The Public Works Department shall have the following duties insofar as the City performs these functions by its own forces (and not by contract):
   A.   To construct, improve, maintain, and clean streets (including alleys and other public ways), bridges, and sidewalks; to install and maintain street lights, traffic- control signs, markings, signals, and devices; to erect and maintain street name signs; and to supervise the use of streets by privately owned utilities;
   B.   To maintain and operate the City water system;
   C.   To construct, improve, maintain, and operate storm sewers;
   D.   To maintain all buildings and grounds used by the City;
   E.   To maintain and operate all parks, playgrounds, swimming pools, and other recreational facilities and programs operated by the City;
   F.   To collect and dispose of garbage and other refuse whenever the City provides this service by its own forces (rather than by contract);
   G.   To maintain City owned motor equipment; and
   H.   To perform such other functions relating to the maintenance, repair, improvement, and operation of the physical facilities owned or used by the City government as the City Manager may prescribe consistent with law and ordinance. (2007 Code § 1-46)
9-1-3: DIVISIONS WITHIN DEPARTMENT:
There shall be such divisions within the Public Works Department as the City Manager or the City Commission may create, with such appropriate titles as Street Division, Water Division, Park Division, Sanitation Division, and/or others, and with such powers and duties of the department as may be assigned to the respective divisions. The head of a division may have an appropriate title such as Chief, Superintendent, etc 1 . (2007 Code § 1-46)
