ARTICLE VIII: NOMINATIONS AND ELECTIONS
SECTION 8.01 NOMINATIONS.
   Nominations for each elective municipal office shall be made by petitions only, on the standard forms provided by the Lucas County Board of Elections for the nomination of non-partisan candidates.  The petition shall be filed with such Board not later than four p.m. on the ninetieth day before the day of the primary election.
   Each petition for the nomination of a candidate for an elective office in this Municipality shall be signed by not less than twenty-five (25) and not more than fifty (50) qualified electors of this Municipality. However, at such time that two percent (2%) of the number of electors voting at the last general election exceeds twenty-five (25) persons, the number of signatures required on a petition shall not be less than two percent (2%) nor more than four percent (4%) of those voting at the last regular municipal election.
   Each candidate shall file a separate petition; group petitions shall not be used.
   Nothing in this section shall be construed to prohibit the holding of a caucus by interested electors for the purpose of selecting nominees for elective offices.

SECTION 8.02 ELECTIONS.
   Regular municipal elections shall be held on the first Tuesday after the first Monday in November of odd-numbered years. Council may, by resolution, order a special election to be held at any time, the purpose and date of which shall be set forth in the resolution.
   If a primary election is not required for an elective office in accordance with Section 8.05 of this Charter, the candidates for such elective office to be voted for at the regular municipal election shall be the candidates filing valid nominating petitions in compliance with Section 8.01 of this Charter.
   If a primary election is required for an elective office in accordance with Section 8.05 of this Charter, the candidates for such elective office to be voted for at the regular municipal election shall be those, equal in number to twice the number to be elected to such office at the regular municipal election, receiving the largest number of votes at such primary election.
   The candidates for any elective office, equal in number to the places to be filled, who shall receive the largest number of votes at such regular municipal election shall be declared elected.

SECTION 8.03 BALLOTS.
   The full name of all candidates nominated for elective offices shall be printed on the official ballot without party designation. If two (2) candidates with the same surname or with names so similar as to be likely to cause confusion are nominated, the address of their places of residence shall appear with their names on the ballot. The names of all candidates shall be rotated on the ballot as provided by law. If voting machines are used, the names shall be rotated by precincts, as provided by law.
