In the event of exercise of the requirements of Section 1114.01
(a), improvements of the required parks and/or open space shall occur prior to the recording of any lot in the second fifty percent (50%) of the lots approved in the subdivision. Such improvements shall include completion of any street or road necessary to provide access to said parks or open space.
