If the owner or person having charge of such land fails to comply with the notice referred to in Section 905.03, the Municipal Administrator may cause such weeds and vegetation to be cut or destroyed. The cost and expense thereof shall, when approved by Council, be assessed against such lands and certified and collected as provided by law in the case of other assessments levied by Council. The expense assessed shall include the cost of any publication or publications pursuant to this chapter, and the cost and expense of levying and collecting such assessments. All expenses and costs assessed pursuant to this section shall be in addition to any penalty provided for in Section 905.99.
