(a) Upon information that noxious weeds or other vegetation of rank growth are growing on lands within the Municipality or are about to mature or spread seeds or pollen, the Municipal Administrator shall cause notice to be served on the owners or persons having charge of such lands that such weeds and vegetation must be cut and destroyed within five days after the date of such notice.
(b) If the owner or other person having charge of the land is a nonresident of the municipal corporation whose address is known, the notice shall be sent to his address by certified mail. If the address of the owner or other person having charge of the land is unknown, it is sufficient to publish the notice once in a newspaper of general circulation in the County.
