§ 50.26 METHODS OF DISPOSAL.
   (A)   Method of disposal. The town, or its designated agent, shall dispose of all garbage and rubbish by the sanitary landfill method or incineration method as defined in § 50.20 of these regulations.
   (B)   Operation of sanitary landfill. The sanitary landfill shall be operated in a sanitary manner which will include:
      (1)   Thorough compacting of garbage and rubbish.
      (2)   Thorough compacting of earth cover.
      (3)   Completed coverage of the compacted garbage and refuse with earth at the end of each working day.
      (4)   Removal from the area of all salvageable material at least twice each week.
   (C)   Operation of incinerator. The incinerator, if any, shall be operated and maintained in a sanitary manner which will include:
      (1)   Thorough burning of all garbage and rubbish.
      (2)   No accumulation of garbage or rubbish on site before burning.
      (3)   Removal from the area of all ashes and any residue thereof which will not burn or disposal thereof in accordance with § 50.20.
      (4)   Removal from the area all salvageable material at least twice each week.
   (D)   Disposal equipment. The town, or its designated agent, must furnish earthmoving equipment of adequate size and capacity to satisfactorily operate the sanitary landfill and or incinerator as described in division (B) and (C) of this section. A bulldozer and one or more enclosed packer-type sanitary garbage trucks shall be required, provided that a bucket or shovel may be used in place of a bulldozer for excavating, compacting and covering if it has a minimum capacity rating of one cubic yard mounted on a truck-type vehicle.
   (E)   Site selection of sanitary landfill or incinerator. The town, or its designated agent, will select a site for the location of the sanitary landfill or incinerator within the limits of DeKalb County. The selection site must be approved by the State Board of Health or its Health Officer, and the Town Council, and said site shall be served by an all-weather road.
