When signs are erected giving notice, no person shall park a vehicle longer than three hours at any time between the hours of 8:00 a.m. and 5:00 p.m. at the following location:

   (1)   Waterloo Recreation and Arts Center Parking Lot

That area of the parking lot lying northeast of Cedar Street and between Cedar Street and Plaza Drive, also known as "Parking Area #2" (Ord. #3795, 7/1/91; Ord. #3862, 5/26/92)

When signs are erected in each block, or portion thereof, giving notice, no person shall park a vehicle for longer than four hours at any time between the hours of 8:00 A.M. and 6:00 P.M. within the district and upon any of the streets or portions thereof as named herein (Ord. #3657, 8/7/89):
