§ 151.12 PERMIT REQUIRED; FEES.
   (A)   No electrical system or electric wiring shall be installed or repaired within or on any building or structure, nor shall any alteration or addition be made to any such existing system before a permit therefor shall first be secured from the Electrical Inspector.
   (B)   Application for the permit, describing the work to be done, shall be made in writing to the Electrical Inspector by a person holding an electrical license from the state and proposing to install the work. The application shall be accompanied by the plans, specifications and schedules as may be necessary to determine whether the installation described will be in conformity with the requirements of this chapter. If it shall be found that the installation as described will conform with all legal requirements, and if the applicant has complied with all provisions of this chapter, and if the applicant is a licensed electrician, a permit for the installation shall be issued upon payment of the required fee.

   (C)   Before any permit required by this chapter is issued, the person desiring the permit shall make an application therefore to the Electrical Department on a form furnished by the Department. Every application shall give the location, by street and house number, or by other approved description, where the proposed electric wiring is to be done or installed, and shall also give the correct name of the persons for whom and by whom the work is to be done.
   (D)   Nothing contained in this chapter shall be deemed or construed to require the Electrical Department to immediately accept or reject any application.

   (E)   The fees for permits and inspections, based on the actual cost of inspection, shall be set forth in the schedule of fees and charges attached to the annual budget of the city, pursuant to § 41.11 of the code. In addition thereto, the Board of Aldermen shall set fees for the installment of fixtures and a monthly charge for all repair work.
