Every person installing, arranging, altering, reconstructing, repairing or maintaining any electrical wiring, conductor, device, appliance, apparatus or equipment shall comply with every provision of this chapter, and shall be responsible for compliance therewith by his agents, servants and employees except for the exemptions as are provided by § 151.03 of this chapter.
