The regulations of this chapter shall apply to all electrical wiring and equipment installed or used in the city, except that they shall not apply to any wiring or equipment which is installed by, or for, and used and maintained by, a public service company, as defined in Conn. Gen. Stat. § 16-1, and except that they shall not apply to persons employed by a public service company while working on, or with, any wiring or equipment of the public service company. In addition, electrical wiring and equipment in federal buildings are exempt from the requirements of this chapter.
