§ 31.143 DUTIES OF BOARD OF COMMISSIONERS OF PUBLIC WORKS.
   The Board shall have the following powers and duties:
   (A)   To make such rules and regulations as shall be deemed necessary for its government;
   (B)   To certify all bills and allowances and claims due to contractors of public works;
   (C)   To have the care, management and administration of the water system, water works, mains and pumps, pipes, reservoirs, dams, hydrants, public and private, and all matters and things connected therewith and to manage, direct and control the building, operating and repair of the water system and of all additions thereto;
   (D)   To have the management, control and care of all streets, avenues, highways, alleys, bridges and public grounds, other than parks and parkways, of the city, and the opening, grading, improving, building, repairing, cleaning, sprinkling and lighting of the same, and to prescribe the terms and manner of opening and excavating the same for any purpose;
   (E)   To have charge of the construction, repair, cleaning and general care of all sewers, drains, culverts, sluiceways, catch basins and manholes, of the constructions, protection, repair, furnishing, cleaning, heating, lighting and general care of all public buildings and structures, except such as are by express terms under control of some other officer or department, and of making and preserving all surveys, maps, plans, drawings and estimates relating to all works under the charge of the department;
   (F)   To have the superintendence of all public lands, structures and works within the city not above enumerated, except as may be otherwise expressly provided;
   (G)   To regulate, control and direct the location, erection and removal of poles in the streets for communication wires, electric lights and other purposes;
   (H)   To fix the location and to control and direct the laying of street railway tracks;
   (I)   (1)   To fix and regulate the place and manner of laying down and taking up all pipes, conduits and things in, over or under the streets and other public places in the city and to cause all orders of the Board of Aldermen concerning any of the foregoing subjects to be executed; and
      (2)   All powers and duties conferred upon and vested in the selectmen of towns by the general statutes relative to fences are conferred upon and vested in the Board;
   (J)   Such other powers conferred by the code of ordinances, including, but not limited to, Title V and Chapter 99, of this code.
