§ 117.37 ISSUANCE OF PERMIT; NOTIFICATION UPON REFUSAL TO ISSUE.
   (A)   The Superintendent of Police shall issue a masseur or masseuse permit after the application has been filed upon finding:
      (1)   The applicant has complied with the requirements of § 117.36(B);
      (2)   The applicant has not been convicted of a felony, an offense involving the unauthorized practice of the healing arts, sexual misconduct with minors, obscenity, keeping or residing in a house of ill-fame, solicitation of a lewd or unlawful act, prostitution or pandering;
      (3)   The applicant has not had a permit suspended or revoked in this state or any other state; and
      (4)   The applicant has furnished authorization to the Superintendent of Police to seek information and conduct an investigation into the truth of the statements set forth in the application and the qualifications of the applicant for the permit.
   (B)   The Superintendent of Police shall notify the applicant in writing of his decision to refuse to issue the permit and his reasons for refusal.
