(A) Unless permission is first obtained, all street parades and processions bearing banners or other conspicuous devices, accompanied with music or any disturbing sounds, are prohibited, except in parades of the National Guard, Police and Fire Departments, and funeral processions engaged in the burial of the dead.
(B) The Chief of Police may permit, under reasonable restrictions as appear necessary for the protection of health, safety or welfare of the public, any street parade or procession, provided application therefor be made in writing, specifying the object, time and route of the parade or procession.
