No person shall drive, wheel, park or draw any coach, cart, handcart, wheelbarrow, bicycle, skateboard or other vehicle whether of the same description or not, except children's hand carriages and bicycles drawn by hand, upon any sidewalk or footpath in the streets or public squares, except going in or out of driveways.
