§ 99.12 TRAP DOORS AND COAL HOLES.
   (A)   No person shall leave open any trap door or coal hole in any sidewalk unless the same be properly guarded.

   (B)   The upper surface of every coal hole cover and all iron plates on cellar or trap doors in any sidewalk, shall be made, and kept at all times, roughed or studded over, so as to prevent danger or injury to pedestrians. No trap door or iron cover in any coal hole shall extend above the surface of the sidewalk.
