Any person or entity that begins storing, treating, mixing, using or producing a significant quantity of a hazardous substance or substances within the corporate limits of the city on or after the effective date of this chapter shall submit a plan as required in § 95.04 prior to the commencement of the activity and thereafter continue to comply within the other provisions of the chapter.
