§ 91.03 REQUIREMENTS.
   (A)   Any person, firm or corporation installing an alarm system within the city shall register with the Police Department at least ten days prior to anticipated installation. All existing alarm systems shall be registered with the Police Department within 60 days of the effective date of this chapter (April 8, 1983).
   (B)   No alarm system shall be installed unless an electrical permit to install an alarm system has been obtained from the Building Official, or his designated representative, as is required by the building and electrical codes of the state.
   (C)   Alarm users having existing automatic telephone, dialing devices shall comply with Conn. Gen. Stat. § 7-282b.
   (D)   Automatic telephone dialing devices in existence as of the effective date of this chapter (4-8-1983) shall be reprogrammed to a special Police Department telephone number, which is to be designated by the Superintendent of Police within 60 days of the effective date of this chapter. Any automatic telephone dialing device terminating at the Police Department, installed after the effective date of this chapter shall also be programmed to this special number. Prior to January 1 of each year, a fee as set forth for each such device in the schedule of fees, charges, penalties and rewards attached to the annual budget of the city, pursuant to § 41.11 of this code shall be paid to the Police Department by alarm users affected by this section.
   (E)   All alarm systems as defined in this chapter, which make or sound an audible signal which may be heard outside of the protected premises, shall be equipped with a device which shall limit the duration of such audible signal to not more than 30 minutes in accordance with § 22a-69-5.1 of the Administrative Regulations of the Department of Environmental Protection of the State of Connecticut.
   (F)   A maximum of three false alarms per year shall be allowed from any alarm system of any person, firm or corporation at any given location without penalty. The time period of one year shall be calculated as a 12-month period beginning January 1 and ending on December 31 in any calendar year. Upon receipt of a fourth false alarm and for each false alarm thereafter during each yearly period, a fine shall be assessed in accordance with this chapter.
