§ 37.093 CERTIFICATION OF ELIGIBLE LISTS.
   (A)   Request for certification; requisition. All requisitions for the filling of vacancies shall be made on official forms as designated by the Director of Human Resources.
   (B)   Method of filling vacancies. Vacancies may be filled by transfer, demotion or certification from:
      (1)   Preferred re-employment lists;
      (2)   Promotional lists;
      (3)   General re-employment lists;
      (4)   Eligible lists; or
      (5)   Employment lists.
   (C)   Order of lists for certification.
      (1)   Eligibles shall be certified from lists in the order named as follows:
         (a)   Preferred re-employment list;
         (b)   Promotional list;
         (c)   Open/combined list; and
         (d)   Open employment list.
      (2)   Eligibles on the general re-employment list shall be certified pursuant hereto.
   (D)   Withdrawal or removal from certification list. In the event a candidate withdraws or is removed by the Director of Human Resources pursuant to the rules, then the next ranked candidate(s) shall be certified.
   (E)   Number of names to be certified. When a personnel requisition is received for all positions, the Director of Human Resources shall certify the eligible candidates as set forth in §§ 37.071 and 37.088.
