It shall be unlawful and a violation of this section for any person to park a vehicle on the public streets of the city in any manner or method other than the parallel parking method as defined in § 70.01, except that in peculiar and unusual cases, the Police Department of the city is empowered, upon application thereto to give written permission for limited periods of time to park vehicles in manner and method different from the provisions of this section.
