7-1-1: PERMIT AND APPROVAL REQUIRED:
   A.   Access: It shall be unlawful for any person to construct a new access upon any county right of way within the county, without first obtaining a permit and approval from the board of county commissioners.
   B.   Improvements: It shall be unlawful for any person to place any power line, fence, barrier, water line, sewage line or other improvements upon any county right of way, including any claimed R.S. 2477 right of way, without first obtaining a permit agreement with the county commissioners.

7-1-2: PLAN PRESENTED:
Before any permit shall be issued for any encroachment upon any county right of way, the party requesting the permit must first present a plan indicating where the encroachment will be and the method of construction. (Ord. 282, 12-20-1976)
