§ 73.45 PARKING OF TRUCKS, TRAILERS AND SEMI-TRUCKS IN RESIDENTIAL AREAS PROHIBITED.
   (A)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      RESIDENTIAL AREA. The territory fronting on a street or highway, including the street or highway, where 50% or more of the frontage for a distance of 300 feet or more is improved with residences. All areas zoned R-1A, R-1B, R-1C, R-2, R-3, R-4, and RO, as defined in Chapter 156 of this code shall automatically meet this definition. Only in business or industrial areas affected by this 50% rule, truck owners may apply for a permit to park specific vehicles within this area. The City Manager, in consultation with the Planning Commission, may approve such permits.
      SEMI-TRAILER. Every vehicle designed or used for carrying persons or property with another and separate motor vehicle, so that in operation a part of its own or that of its load or both rests upon and is carried by another vehicle.
      TRAILER. Every vehicle designed or used for carrying persons or property wholly on its own structure and for being drawn by a motor vehicle, and means and includes any such vehicle when formed by or operated as a combination of a semi-trailer and a vehicle of the dolly type such as commonly known as a trailer dolly. Buses designed to carry ten or more persons shall be included in this definition, excepting school buses, church buses or commercial buses while delivering, waiting for or picking up individuals directly involved in approved school, church or community activities.
      TRUCK. Every motor vehicle (except trailers, semi-trailers and pickup trucks) designed and used to carry property.
   (B)   Prohibited truck parking. No person shall park a truck (except pickup trucks), trailer, step- van or semi-trailer upon any street in a residential area. This prohibition shall not apply to the parking of commercial vehicles on a regular delivery or service calls.
