   (B)   “No parking” zones shall be established as determined by the City Manager after his consideration of the demand for parking spaces in the particular location, the degree of traffic congestion in the particular areas involved, and the general consideration of the public welfare, convenience and safety within the parking zone. Such designated “no parking” shall be clearly indicated. It shall be unlawful to park in a “no parking” zone.
